SHW - Balcony Waterproofing and External Repairs Programme

Christchurch House is a six-storey Art Deco residential building in Brixton Hill, London, comprising 110 self-contained flats arranged around a central courtyard. The property had experienced ongoing issues associated with balcony waterproofing deterioration, water ingress, ageing external elements and general maintenance requirements across the building envelope. The client appointed SHW to provide Contract Administration and Principal Designer services, overseeing a comprehensive programme of balcony waterproofing, repairs, maintenance and redecoration works.

The primary objectives of the project were to eliminate water penetration through the balconies, improve the long-term performance of the building fabric, address external repair requirements and complete the works safely, on programme and within budget. The project included balcony waterproofing, concrete and masonry repairs, rainwater goods improvements, window replacement works and extensive redecoration of external elements. Following site inspections and preparation of a detailed specification and schedule of works, a selective tender process was undertaken, resulting in the appointment of Woodgrove Contractors Ltd under a JCT Minor Works Building Contract with Contractor's Design. The contract value was £205,739 excluding VAT.
Identifying the Right Waterproofing Solution

During the pre-contract stage, detailed inspections identified that the building's projecting concrete balconies lacked an adequate waterproofing system. This created a risk of water ingress into the concrete structure and potential reinforcement corrosion over time. Additional concerns included ineffective drainage arrangements and recurring maintenance issues caused by undersized downpipes. These issues required a carefully considered and technically robust solution.
A comprehensive options appraisal was undertaken to determine the most suitable waterproofing system. Mastic asphalt, reinforced bituminous felt and a liquid-applied waterproofing system were evaluated against factors including durability, cost, installation requirements, fire safety implications and long-term maintenance performance. After assessing the advantages and limitations of each option, SHW recommended a BBA-certified liquid-applied waterproofing solution, which had previously been used successfully on earlier phases of work at the property. The system offered a seamless finish, eliminated fire risks associated with hot works and provided a single-point guarantee covering both materials and workmanship. The recommendation was accepted by the client and incorporated into the final project specification.
Managing Challenges During Construction
As works progressed on site, regular inspections formed a key part of SHW's Contract Administration role. During one inspection, concerns were identified regarding the installation of new drainage outlet spigots. Evidence of ponding water suggested that certain components had not been installed correctly, potentially compromising the effectiveness of the new waterproofing system. Recognising the importance of resolving the issue before practical completion, SHW instructed the contractor not to remove the scaffolding until the matter had been investigated and rectified.
Working collaboratively with the waterproofing manufacturer and contractor, detailed inspections were carried out to establish the cause of the problem. It was confirmed that outlet flanges had been installed proud of the substrate rather than recessed flush as required. Further investigation revealed that, in addition to this installation defect, several balconies suffered from inherent structural backfalls which contributed to water ponding. SHW undertook extensive testing and surveying of the balconies to identify the affected locations and develop suitable remedial measures. This proactive approach ensured that defects were identified early, responsibilities were clearly established and long-term performance risks were effectively managed.

Throughout the project, SHW managed the contract from inception through to practical completion, including specification development, tender analysis, contractor appointment, contract administration, site inspections, progress meetings and payment certification. The project required careful coordination between the client, contractors, specialists and other stakeholders to achieve successful delivery whilst maintaining compliance with CDM regulations and Section 20 consultation requirements.
The client's objectives included delivering the works in a safe and controlled manner while maintaining programme and budget expectations. Throughout the project, SHW provided comprehensive contract administration services, including regular site inspections, progress meetings, payment certification, variation management and assessment of extension of time submissions. This proactive management approach enabled issues to be identified and addressed promptly, helping to maintain effective control over project delivery and cost management throughout the works.
By combining technical expertise with proactive project management, SHW helped the client address critical building maintenance challenges while protecting the long-term condition of a substantial residential asset. The chosen waterproofing solution reduced
future maintenance risks, improved building resilience and provided enhanced assurance through manufacturer-backed guarantees. The project demonstrates SHW's ability to deliver complex refurbishment and maintenance programmes in occupied residential buildings while balancing quality, safety, cost and programme considerations.
