Mark is a professionally qualified building surveyor with a broad knowledge across all aspects of building and project management including 35 years of experience working within local authorities.

As a previous strategic project manager and project sponsor for children services within a local authority he has extensive knowledge of the Department for Education (DfE) guidance relating to capital assets and helped in the production of the DfE’s area guidelines for the primary and secondary building bulletins (BB98 & BB99).

Also sitting on the DfE’s focus group he assisted in the development of the condition, suitability and sufficiency data collection that formed part of the overall school’s asset management plan as well as piloting the original schools condition survey collection programme.

 

Project Experience

Headed a team of project managers and building surveyors at Capita as part of Oxfordshire County Council carrying out new build, improvement and planned maintenance on schools and local authority owned properties on projects ranging between £50k and £5m.

 

Acted as ‘end-user’ project manager on new build and alterations/extensions to local authority owned leisure centres throughout the UK and project managed the construction of low cost gyms ranging between £1m & £20m per site.

Developed a condition survey database and managed a team of building surveyors for school stock condition surveys on behalf of the Education Funding Agency in London and the home counties.

Client project manager for the rebuilding of a secondary school in Berkshire as part of the DfE’s one school pathfinder funding. (Project Value £34m).

Strategic and project manager for the delivery of Wokingham Borough Council’s schools annual capital programme for basic need including devolved schools capital, LCVAP and early years funding forprojects ranging between £50k and £5m.
