SHW - Car Park Remediation and Structural Refurbishment
Building Consultancy, Development, Planning
SHW was appointed to oversee the remediation of a deteriorating first-floor parking deck at The Crown Building, Westerham. Persistent water ingress over a prolonged period had led to the deterioration of the deck structure, raising concerns around its long-term performance, waterproofing integrity and ongoing maintenance requirements.

The client required a comprehensive solution that would not only address the immediate structural defects but also provide a durable, long-term waterproofing system capable of protecting the structure for years to come. Given the nature of the defects and the extent of deterioration, a detailed investigation and carefully managed refurbishment programme were required to identify underlying issues and develop an effective remedial strategy.
Investigation and Design Development
The project commenced with intrusive investigations to establish the extent of the structural deterioration and determine the root causes of water penetration. The existing deck build-up was removed to expose the structural elements beneath, allowing detailed inspection of the corrugated metal decking, reinforcement and concrete slab.
Following the investigations, a targeted remediation strategy was developed to address both the structural deficiencies and the waterproofing failures. Particular attention was given to improving water management across the deck, ensuring that future surface water could be efficiently collected and discharged to reduce the risk of recurring defects.
The design development process focused on delivering a practical and cost-effective solution that would minimise future maintenance liabilities while extending the operational life of the structure.
Scope of Works
The refurbishment works comprised a comprehensive programme of structural repairs and waterproofing improvements. Existing deck finishes and build-up materials were removed to facilitate inspection and repair works. Areas of defective corrugated metal
decking were replaced, alongside localised replacement of reinforcement and repairs to sections of the concrete slab where deterioration had occurred.
New structural steelwork was installed to provide additional support and strengthen affected areas of the deck. Drainage improvements were also undertaken, including upgrades to gutters and associated rainwater management systems to improve surface water control and reduce the risk of future water ingress.
Once the structural repairs were completed, a new concrete over-slab was installed across the deck to provide a robust and level substrate. This was followed by the application of a high-performance Deckmaster waterproofing system, providing a durable protective layer designed to withstand regular vehicular use whilst safeguarding the structural elements below.
The project concluded with the reinstatement of parking bay markings and associated finishing works, returning the facility to full operational use.
SHW's Role
SHW provided a fully integrated service throughout the project, acting as Contract Administrator, Principal Designer and Cost Consultant. The Building Consultancy Department managed the scheme from the initial investigation and feasibility stages through design development, procurement and tendering, before overseeing the construction phase through to successful completion.
Working closely with the client, contractor and wider project team, SHW coordinated the delivery of the works, monitored quality and progress on site, administered the building contract, managed project costs and ensured compliance with relevant health and safety requirements. This collaborative approach helped ensure that the works were delivered efficiently and to the required standard.
Project Outcome
The completed scheme has successfully transformed a challenging structural and waterproofing issue into a fully refurbished parking deck that will continue to serve the building and its occupiers well into the future.
By addressing both the causes and consequences of the water ingress, the project has significantly improved the structural integrity, durability and performance of the deck. The new waterproofing system and enhanced drainage provisions provide long-term protection against future deterioration, reducing maintenance requirements and protecting the client's investment.
The project demonstrates SHW's ability to successfully deliver complex structural remediation and refurbishment projects, combining technical expertise with effective project management to achieve sustainable, long-term outcomes for clients.
